Invest in Infrastructure and Create Construction Jobs As Governor, I will: * Take the lead to ensure robust investment in roads, highways, bridges, ports, airports and public transportation. And I will work to get California’s fair share of federal dollars for these projects. * Prioritize water needs. California needs to address its water issues. As Governor, I enacted a program to protect the delta and build the peripheral canal—later blocked by a state referendum. The issue is more urgent than ever. One of my top priorities will be fixing the levies and the Delta and ensuring a sufficient and reliable water supply. This will be an important source of new jobs. * Accelerate planning and construction of high-speed rail in California. * Strengthen our port system. Our regional ports are a key component in the global supply chain and can be an important source of new jobs. I will champion the expansion of our ports and the supporting infrastructure to make them cost competitive. * Prioritize use of existing state funds and bond authority to maximize job creation in areas such as transportation, construction of education facilities, water infrastructure and clean energy. * Increase incentives and remove regulatory/permitting hurdles for infill development (near transportation and business hubs).

3. Protect California’s Coastline and Ocean Resources. - Oppose additional offshore oil drilling. Given the current state of technology, California should not risk the devastation caused by the recent oil spill in the Gulf of Mexico. - Increase enforcement efforts aimed at controlling urban and agricultural runoff. - Complete and implement California’s Climate Adaptation Plan aimed at protecting against sea level rise, salt water intrusion, and increased erosion. - Ensure that the California Coastal Commission and Coastal Conservancy act to protect California’s coastline and beaches while at the same time respecting the rights of property owners and local communities.

As for the federal law restricting water to the Central Valley, Whitman said the fastest way to stimulate farm jobs in that region is by turning on the pumps that supply water to the valley. "We will be sued," she said, "but sometimes you have to stand up and do what is right for people and their jobs and it is very clear to me that the pumps need to be turned on."

Ray Appleton: Are you sticking to your promise that you made on this program that you're going to get the pumps on the west side on? Meg Whitman: Yes, I am 100 percent committed to this. And I understand that the farmers have had a little bit of relief, but we need to get those pumps turned on. They need to get their full water allocation. And we need to preserve the agricultural industry in the central valley of this state. You know, it's a $36 billion industry, and I think you taught me, Ray, that in times of the year, we feed 40 percent of the country.

The second thing is I remain committed to this water bond. And I'm sorry to see that there has been some consternation as to whether it should remain on the ballot. This is a once I think in history opportunity to fundamentally get our arms around the water problem in the central valley, and I'm in favor of the water bond. And I'm sorry there's been some wavering around it.

Whitman said today’s tour only reinforced her firm resolve to fix the state’s water delivery system, because without a safe, reliable supply of water California cannot ever hope to achieve sustained economic renewal. Whitman said the fix must include the water bond and, until the voters decide, California must move expeditiously to solve the water crisis, including using new technology, recycling and conservation.
